Yes vendors are largely responsible for the incorrect usage of the term. As explained in the post that I linked to it was a poor choice of identifying whether the electrical management was being done by a ZFE by citing the CAN-bus. For a better understanding of what the CAN-bus actually is check out the Wikipedia article on the subject.

Been a long time since I was trained but, I've still got a decent appreciation of the different layers in the OSI model of Networks. As such I think I'll skip Wikipedia this time thank you.

What is important however, is the time and effort that the OP took to write up about his experience for the benefit of others. Seems a shame to be critical on terminology used given the effort he put in.
